M.J. Tooey, Institute Keynote Speaker

M.J. Tooey is Associate Vice President, Academic Affairs and Executive Director of the Health Sciences and Human Services Library at the University of Maryland where she has worked in various library positions since 1986. She is also the Principal Investigator for the five year (2016-2021) cooperative agreement with the National Library of Medicine at the National Institutes of Health which funds the National Network of Libraries of Medicine’s Southeastern Atlantic Regional Medical Library and National DOCLINE Coordination Office. She serves as Director of both programs. She received her MLS from the University of Pittsburgh and her BS degree in Education from Clarion State University (formerly Clarion State College).

Tooey served as president of the Medical Library Association (MLA) from 2005-2006 and was elected a Fellow of the association in 2009. She has also served on MLA’s Board of Directors and as the Chair of the 2004 National Program Committee for the Association. In 1997 she received the MLA Estelle Brodman Award as Academic Medical Librarian of the Year. She was the MLA Janet Doe Lecturer for 2016, one of the highest honors bestowed by the association. She is a Distinguished Member of the Academy of Health Information Professionals.

She teaches an MLA CE course entitled “Leadership Considered: Refining and Defining Your Skills for Today and Tomorrow” and co-teaches an MLA CE Course, “Do You Want to Be a Library Director. She currently serves on the MLA/AAHSL Joint Legislative Task Force.

She served as president of the Association of Academic Health Sciences Libraries from 2012-2013, where she has also served as a Board member. She is currently a member of Elsevier’s North American Library Advisory Board. Tooey has also served on the Board of Trustees for Lyrasis, the nation’s largest regional non-profit membership organization serving libraries. Additionally, she served on the library advisory committees for FASEB and on the library advisory board for the New England Journal of Medicine.

She is active in the University System of Maryland and Affiliated Institutions Council of Library Directors where she serves on the Executive Committee. She also serves or has served on numerous committees and task forces at the University of Maryland, Baltimore focused on scholarly communication, strategic planning, research data, and leadership.

She was the 2011 recipient of Distinguished Alumni Award from the University of Pittsburgh’s School of Information Sciences.

Tooey is the author or co-author of over 200 chapters, articles, presentations or posters. Her professional interests include leadership, emerging trends, library innovation and design, strategic planning, ethics, and mentoring (so she can retire.)

She is devoted to her family who have been incredibly supportive of her, and is an occasional avid gardener and wine appreciator. Tooey’s career goals are to retire w/o killing anyone, remember what is truly important in life, and not take herself too seriously.

Gregory Bowman, Welcome message from WVU College of Law

Gregory W. Bowman was appointed the William J. Maier, Jr. Dean of the WVU College of Law effective May 1, 2015. Before being named Interim Dean in July 2014, he served as the College's Associate Dean of Academic Affairs. A nationally recognized scholar in international trade law and remedies, he joined the faculty in 2009.

Bowman is a native of West Virginia and a graduate of WVU (B.A., International Studies & Economics, summa cum laude and Phi Beta Kappa). He also studied in Denmark as a Rotary Exchange Student and received his master’s degree in Economics (with distinction) from the University of Exeter, England, before receiving his J.D. cum laude from the Northwestern University School of Law.

Bowman received the Award for Outstanding Teaching from the WVU Foundation in 2014, and he was named “Professor of the Year” in 2011 by WVU Law students. He is the founding director of the College of Law’s Geneva Study Abroad Program.

Prior to his teaching career, Bowman practiced law in Chicago and Washington, D.C. with the international law firm of Baker McKenzie.

Femi Cadmus, AALL President

Femi Cadmus is the Archibald C. and Frances Fulk Rufty Research Professor of Law, Associate Dean of Information Services and Technology, and Director of the Michael J. Goodson Library. Her almost three decades professional career in law libraries spans both academic and law firm libraries where she has taught legal research and analysis, and law practice technology to law students and attorneys.

Cadmus comes to Duke Law from Cornell University where she was Edward Cornell Law Librarian, Associate Dean for Library Services and Professor of the Practice from 2011-2018. Her previous professional experience also includes positions at the Law Schools at Yale, George Mason University and the University of Oklahoma.

Cadmus is active in regional and national library associations including the American Association of Law Libraries in which she is currently president. She also serves on the advisory boards of LawArXiv, The Global Online Access to Legal Information (GOALI) and LLMC Digital. Her research focus, publications and presentations cover topics such as law and technology, the evolving role of the modern day law library, open access to legal information, and law library management and administration.

Cadmus’ educational background includes an LL.B. from the University of Jos, Nigeria, B.L Nigerian Law School, LL.M. (Law in Development), University of Warwick, England, and M.L.I.S. from the University of Oklahoma. She is admitted to practice in New York.

Dan Kimble, Keynote Speaker

As director of the Access to Justice Commission at West Virginia University School of Law, Kimble works to increase funding for West Virginia’s legal aid organizations and to support projects that will improve residents’ access to legal resources and pro bono services.

Kimble was President/CEO of the Morgantown Area Chamber of Commerce from 2013-16. Prior to that, he served as chief counsel to the Speaker of the West Virginia House of Delegates from 2007-13, and as chief counsel to the West Virginia Secretary of State from 2004-07.

He earned his J.D. from WVU Law in 1999 and his Executive MBA from WVU in 2012. He also holds a bachelor's degree in religion from West Virginia Wesleyan College (1982), a Masters in Divinity, and a Doctorate in Ministry from United Theological Seminary in Dayton, Ohio. 

Kimble is an associate pastor at Bridgeport United Methodist Church in Bridgeport, West Virginia.

John Mayer, Keynote Speaker

John has been the Executive Director of the Center for Computer-Assisted Legal Instruction aka CALI since 1994. CALI is a non-profit consortium of almost all US law schools that works at the intersection of legal education, legal technology and access to justice. CALI publishes over 1000 web-based tutorials that teach the law. All are written by law faculty or law librarians and are assigned by law faculty or used by students for self-study. CALI publishes casebooks under an innovative model. They pay authors to write the books and distribute them - for free - under a Creative Commons license in multiple ebook formats including PDF, epub/Ipad, mobi/Kindle and Microsoft Word. This gives faculty and students maximum permissions and freedom to edit and repurpose the material for their educational needs. CALI is also the developer of A2J Author which is used by law schools, legal aid and courts to automate over 1000 court forms. A2J Author has helped over 5 million people in the last decade. The software is an expert system authoring system used by attorneys, court staff - and by law schools as a teaching tool.
