NIH Public Access Policy 2025

The National Institutes of Health (NIH) will institute an updated Public Access Policy for publications starting July 1, 2025.

Wiley

Wiley has significantly revised their policies and practices: 

Wiley no longer supports author self archiving (Green OA) as a route to to comply with the NIH Public Access Mandate, as part of this change Wiley has stopped participating in the NIH PubMed Central (PMC) selective deposit program, for all paywalled articles. 

Wiley's new authors agreement attempts to prohibit authors from depositing their authors accepted manuscript, without paying Wiley an article processing charge (APC). As of 07-02-2025 Wiley's APCs range from a low of $700.00 to as high as $6,730.00.   

Wiley will continue to deposit articles on your behalf for journals fully indexed in (PMC) and any Gold Open Access (OA) journals*.  If you are publishing in a Wiley hybrid journal  in order to comply with the NIH Public Access mandate you will need to select the OA publishing option and pay the corresponding APC. 

If you are publishing in one of the handful of "free" journals published by Wiley you will need to use the  NIH Manuscript Submission System (NIHMS) to submit to PMC at the time of acceptance of your article. 

Wiley's policy goes on to state: 

"For authors wishing to publish via the subscription route, authors are responsible for ensuring compliance with Wiley's Self-Archiving policy as outlined in the Author Agreement. Authors will need to arrange deposit directly with PMC."

"Our previous PMC deposit policy required a deposit process for NIH-funded, non-OA articles with a 12-month embargo. Because of our new policy, this process will no longer be in effect. Authors who deposit before the end of the embargo period for non-OA articles will be in violation of their license agreement."

*Wiley currently has around 50 journals that are either Diamond Open Access or permit a CC-BY license for authors with a funder mandate. You can see those titles by filtering the list to only display "APCs currently waived" 

American Chemical Society

The American Chemical Society has announced a "bridging solution" through August 31, 2025. Authors' of manuscripts already in progress and those submitted through 08-31-2025 will be able to immediately deposit their author accepted manuscript (AAM) to PubMed Central (PMC) immediately upon acceptance.  As far as we know,  ACS will not deposit on the authors behalf,  therefore authors will need to use the  NIH Manuscript Submission System (NIHMS) to submit to PMC.  

This "bridging solution" only applies to journals not covered by the WVU Libraries OA agreement with ACS. However, you should still check the individual journals policies and procedures to ensure they will deposit the AAM or version of record article in PMC on your behalf. If that is not the case you would still need NIH Manuscript Submission System (NIHMS) to submit to PMC. 

In order to take advantage of the program: 

"After acceptance, authors will receive a ‘Journal Publishing Agreement’ prompt referencing the institution they are affiliated with and asking if they wish to retain copyright. NIH-funded authors will simply need to choose, “Yes, I wish to retain copyright and be allowed to immediately deposit the manuscript.” During this sponsored period, there will be no publication cost for the author, while still enabling immediate green OA publishing; ACS Publications will cover the standard Article Development Charge during this period."

Please note that after August 31 if you are publishing in a ACS journal not covered by WVU OA agreement you will most likely be required to pay an APC or ADC to comply with the NIH Public Access mandate and ACS authors agreement. 

Spinger Nature

Springer Nature has significantly revised their policies and practices: 

Springer Nature no longer supports author self archiving (Green OA) as a route to comply with the NIH Public Access Mandate. Quoting from their FAQ 

"Publishing via the subscription route is not a viable option: Authors publishing in Springer Nature hybrid journals should select gold OA at the point of acceptance in order to comply with any immediate access policy requirements. If you opt to publish via the subscription (non-OA) publication route, you will sign our standard subscription licence terms. Because authors warrant under our subscription licensing terms that they haven’t committed to licensing any version of their article under a licence inconsistent with the terms of our agreement – including the applicable embargo period – publication under the subscription model isn’t suitable for authors whose funders require no embargo. This includes situations such as prior agreements with a funder (e.g. NIH) to make the article immediately accessible in a repository."

Springer Nature will continue to deposit articles published in Gold OA journal and hybrid journal, when selecting OA and paying an APC on the authors behalf to PubMed Central. 

In other words Springer Nature will not longer accept articles from NIH funded authors without the payment of an Article Processing Charge 

If you have already had an article published that is subject to the current immediate public access policy Springer Nature urges authors to add Gold OA retrospectively. 

Retrospective gold OA publication: If your funder requires immediate access, the subscription publication route is not compatible with immediate public access policies, such as NIH’s policy. If your article was published via the subscription route but should have been published via the immediate gold open access route, it is usually possible to retrospectively make the article openly available via the gold route on the journal’s website. You should ensure that you have sufficient funding to cover the APC. To request retrospective open access for an article that has already been published, please complete our retrospective open access order form."

Wolters Kluwer

At this time, July 7 2025 Wolters Kluwer continues to allow NIH funded authors to deposit the Authors Accepted Manuscript to PubMed Central upon its acceptance for publication. If you are publishing Open Access Wolters Kluwer will deposit the final published article into PMC on behalf of authors. This policy should include all of the Wolters Kluwer imprints, such as Lippincott Williams & Wilkins (LWW), but because policies are rapidly changing you should check your authors agreement and the individual journal's policies.
